Late 19th Century continental candle extinguisher modelled as a baby

Another candle extinguisher but not by Royal Worcester. This is probably continental and made in the late 1800s and is modelled as a smiling baby in a mop cap with green ribbon swathed in blankets tied around with mauve ribbons. There are 2 painted grey numbers in the inside of the bas that appear to be "64".
